The strategy involves restoring and enhancing wetland and floodplain areas, constructing living shorelines, raising low-lying infrastructure, and restoring estuarine wetlands to retain floodwaters that would otherwise cause damage, thereby increasing the adaptive capacity of communities and agricultural lands.
